Impact/Purpose:

Estimates of the social cost of carbon (SC-CO2), social cost of methane (SC-CH4), and social cost of nitrous oxide (SC-N2O), collectively called the Social Cost of Greenhouse Gases (SC-GHG), are used to monetize the climate benefits of policies that reduce greenhouse gas emissions, or conversely, the climate damages of increasing such emissions.

Description:

EPA is committed to making evidence-based decisions pertaining to the methodologies used in EPA analyses, guided by the best available science and input from the public and peer reviewers. Thus, as noted in previous EPA regulatory impact analyses, EPA is continuously reviewing developments in the scientific literature on the social cost of greenhouse gases (SC-GHG), including more robust methodologies for estimating damages from emissions, and looking for opportunities to further improve SC-GHG estimation going forward. In the regulatory impact analysis of EPA’s November 2022 supplemental proposal for oil and gas standards, the Agency included a sensitivity analysis of the climate benefits of the proposed rule using a new set of SC-GHG estimates that incorporates recent research addressing recommendations of the National Academies of Science, Engineering, and Medicine (2017), in addition to using the current Interagency Working Group on the SC-GHG recommended interim estimates. This draft technical report, “Report on the Social Cost of Greenhouse Gases: Estimates Incorporating Recent Scientific Advances,” explains the methodology underlying the new set of estimates.
